Connecticut Regulation Exemption

There is a new bill in the state of Connecticut that has implications for manufacturers and importers of stuffed articles. Here we will briefly cover the new bill and what manufacturers and importers can do to stay compliant in Connecticut.

What Is the New Law?

Connecticut (CT) has enacted a new bill, Public Act 23-99, that is now in effect. 

The new bill allows any company that imports and manufactures bedding and upholstered furniture to do so with one license, a Manufacturer of Bedding and Upholstered Furniture (MFG) license. 

This new law affects only a small number of GRS clients that both manufacture and import stuffed articles under the same company name and address. If this describes your company, you now only need a CT MFG license and you will not need to renew your CT IMP license. GRS will be in touch to help you with the path forward. What the New Law Means for Manufacturers

If your company manufactures stuffed articles that are sold in the state of Connecticut — but you do not have a hand in importing those products — you no longer need to hold both a CT IMP license and a CT MFG license.

You now only need a CT MFG license. You can safely let your CT IMP license lapse.

What the New Law Means for Importers

If your company imports stuffed articles to the state of Connecticut — but does not manufacture those stuffed articles — you only need an IMP license.

What the New Law Means for Companies That Both Manufacture and Import

A small subset of companies both manufacture and import stuffed articles under the same company name and address. 

If this is the case for your company, you will only need a CT MFG license moving forward. You can safely let your CT IMP license lapse.

Please note that a Connecticut MFG license for one location will NOT cover a company at a different location. The registered manufacturer name and address must be an exact match for the registered importer name and address to qualify for this exemption.

If you both manufacture and import stuffed articles but do so under different company names and addresses, each of those companies will need separate CT licenses — a CT MFG license for the manufacturer and a separate CT IMP license for the importer.
