How our Retail Compliance program works
U.S. law requires the manufacturers of stuffed articles to register and maintain licenses in order to ship and sell their products in many states. As a supplier, it is your responsibility to ensure the products being sold are compliant and remain compliant with U.S. law.
When a retailer enrolls in the Retail Compliance program, their suppliers of stuffed articles are required to upload their licenses to our online database. Global Registration Services monitors and inspects those licenses to ensure they are valid. We also offer registration and renewal services so suppliers can stay ahead of license violations.

GRS makes it easy for retailers to see which of your licenses are valid, which ones need to be renewed, and which ones you still need to register for. With our online portal, retailers will have peace of mind that your products are fully compliant and will avoid store violations.
Manufacturers, suppliers and GRS
When a retailer is enrolled in our Retail Compliance partnership, each of their suppliers is required to enroll each of their URNs in one of GRS’ Monitored Services subscriptions. Depending on which of the three Monitored Services you sign up for, GRS will:
- Store your licenses online, so you can view, download and print them 24/7
- Help you stay on top of license renewal dates, or renew your licenses for you
- Let you know when state laws change that affect your licenses
- Offer more payment options than many U.S. states accept
- Pay for any violations or fines you incur due to lapsed licenses, if GRS is at fault

How our Retail Compliance program works
As a retailer, you are likely working with a supplier who manufactures or importers stuffed articles for you. U.S. law requires manufacturers to register and maintain licenses in order to ship and sell their products in many states.
It is your supplier’s responsibility to ensure that the factories they work with get compliant and stay compliant with U.S. law.
When you enroll in the Retail Compliance program, your suppliers will be required to upload the licenses tied to your products to our online database. Global Registration Services monitors and inspects those licenses to ensure they are valid, and offers registration and renewal services for your suppliers and manufacturers if they need support.
Working with GRS helps avoid store violations and gives peace of mind that your stuffed bedding, furniture and toy products are fully compliant.

When you enroll in Retail Compliance, each of your suppliers will be required to subscribe to one of our three Monitored Services. They will upload each of their licenses, and our team will manually verify their validity. If each license is valid, it is “Certified” by GRS and you will avoid violations.
Lab testing and compliance
Your test lab makes sure products are safe for consumers. Now, with unparalleled insight into compliance data, your lab can ensure those products comply with regulatory laws, too. Many of our retail partners make verifying URN status part of their testing protocols.
Compliance, at no cost to your store
Enrolling in Retail Compliance is free for your retail chain store, and it can save you from costly fines due to lapsed or invalid licenses.
Your suppliers will pay for the yearly cost of a Monitored Services subscription for each URN uploaded in their account, as well as the cost to enter your store’s Vendor ID. The fee is yearly as long as that company is a supplier of your store, or for as long as the Retail Compliance partnership between your store and GRS is active.

Here is an example of one of our retail partners that has made compliance part of their testing protocols. Your own protocols may vary, but this outline demonstrates how simple it can become to wrap compliance into your existing processes:
- All stuffed article suppliers who work with the retailer must be in GRS’ Retail Compliance database
- During their complex testing process, the contracted test lab checks the GRS system for a status of the licenses associated with the product
- The information accessed by the test lab goes in the testing report, which the retailer can reference for peace of mind
- Any suppliers who hold expired or invalid licenses are contacted and held accountable for registration or renewal
