Industry News and Updates

Picture a Saturday in early December, deep in the holiday shopping season that brings in a large share of your annual revenue. A state inspector is walking the home decor aisles and checks the registry number on a plush throw pillow's law label against the state's records. The manufacturer's registration lapsed two months ago, so now every item from that supplier comes off the sales floor and stays off-sale until the manufacturer renews.
And you know that can take weeks and spare time you don't have in Quarter 4.
Meanwhile, the holiday circular you paid to run is still advertising those pillows and plush gifts on the front page. Shoppers who came into the store specifically to buy them find an empty endcap where your best-selling seasonal display used to be. They roll their eyes and finish their holiday shopping at your competitor down the street.

Regrettably, versions of this happen more often than most retailers realize. In Pennsylvania, a business with an expired registration cannot sell products covered by the state's Stuffed Toy Law until it renews, and GRS has seen Pennsylvania inspectors pull unregistered products directly from store shelves. Utah goes a step further, with a rule that requires retailers to ensure the manufacturers and importers they buy from hold valid permits, which turns a supplier's lapse into the retailer's compliance problem.
Most retailers can't easily confirm whether every manufacturer's license is valid, because licenses expire on different dates in different states and the paperwork usually sits in a supplier's inbox rather than yours. When a license lapses, it's the product on your shelf that gets flagged, even though the fix depends entirely on a supplier you don't control.
We designed our retail compliance services to close that gap, giving you every supplier's license status in one place, with each license verified by a real person at no cost to the retailer.
Stuffed article enforcement continues to tighten. A few highlights retailers should know:
Supplier oversight is a priority well beyond the stuffed article industry. 48% of respondents in KPMG's 2026 Global Third-Party Risk Management Survey found that regulatory compliance is the leading driver of third-party risk strategy. KPMG also recommends leaning on managed services to close gaps, which is exactly the role Retail Compliance plays for your supplier base.
When you enroll into Retail Compliance, we ask that you share your supplier list into the GRS database. From there, we contact your suppliers and ask them to upload the licenses tied to your products and factories, which our team will manually verify. Suppliers with missing or expired licenses can use GRS registration and renewal services to get current and certified.
Having a list of these “Certified” or invalid statuses shows you which suppliers have valid licenses and which still need to register or renew. So instead of chasing paperwork or guessing, you get clear, current compliance data for the products on your shelves. And because a real person verifies every license, a "Certified" status gives you confidence that your products can be sold in stores without lapses or surprises.

This is who’s personally verifying your licenses!
One of the two types of GRS subscriptions suppliers in your program carry includes a Monitored Services subscription for each URN (factory) they sell to you.
For each URN, the supplier picks the Monitored Service that fits how they manage compliance. All three include 24/7 online access to license records and GRS verification. The differences come down to who handles renewals and how billing works.
Guaranteed Compliance is our all-inclusive, most popular plan.
License Management offers full-service renewals with flexible billing.
GlobalTrak is our self-managed option.
Each supplier also pays for one Retail Compliance subscription, or Connection Fee, regardless of how many URNs it covers. This links their monitored URNs to your database so their compliance status is visible to you. A supplier with three factories, for example, pays three Monitored Services fees and one Retail Compliance Subscription.
For retailers, the takeaway is simple: whichever plan a supplier chooses, their licenses are verified and visible to you. Suppliers wanting the most protection usually choose Guaranteed Compliance, since self-managed renewals are where lapses tend to happen. See full details and pricing on our Monitored Services page.
Rather than handing you a login and leaving the rest to you, we start program setup by collecting information about the products you sell, then evaluating and advising on state-by-state requirements.
From there, you get:
Your test lab already confirms if products are safe. With Retail Compliance, we can confirm if they're compliant too, with personalized protocols built for each partner’s unique needs.
For example, one GRS retail partner wanted to build their license checks into its testing protocol. To do so, all of their stuffed article suppliers were required to be in the GRS Retail Compliance database. During testing, the contracted lab checks the GRS system for the status of licenses tied to the product and is entered into the testing report, which the retailer can reference anytime. Suppliers with expired or invalid licenses are then contacted and held accountable for registration or renewal before a set deadline.
Your protocols may look different, but the point stands: compliance can fit into processes you already run.
Let’s say you’re a regional home goods retailer with 60 suppliers across bedding and plush toys. Before enrolling, your compliance check was a spreadsheet updated once a year.
During onboarding, GRS finds that several suppliers have licenses that lapsed in states the retailer sells in, including one tied to a discontinued throw pillow still on shelves. Once those suppliers renew through GRS, the retailer's dashboard shows Certified across the board, and the next test lab report confirms license status before the new product ships.
You shouldn't have to guess whether your suppliers are compliant. Retail Compliance gives you verified license status for every vendor, plus a team that handles onboarding and follow-up at no cost to your store.
