URGENT: Utah Online Regulation Update, Effective May 15, 2025

Back in July, GRS informed our customers about a sweeping change coming to the way the state of Utah would regulate stuffed articles sold online.

Utah has finally published their updated Bedding, Upholstered Furniture, and Quilted Clothing laws to include regulation of the online stuffed articles market, effective October 22, 2024. Utah will begin enforcing these new regulations on May 15, 2025. 

Here we will cover the new requirements for retailers, and how to take action today to future-proof your compliance with GRS’ Utah-approved solutions for our retail partners.

The Big Takeaway

If you are a retailer that sells stuffed articles online to consumers in Utah, you will need to provide additional information about those products and make that information available online.

You will still need to attach a physical law label to your products.

What Products Are Affected By Utah’s New Regulations?

The updated law only applies to stuffed bedding/furniture and quilted clothing articles that are sold online and can be shipped to the state of Utah.

By May 15, 2025, retailers will need to provide the following information for these products:

Bedding and Furniture

Bedding and furniture products require a digital law label that lists:

  • The product’s filling materials
  • The product’s URN
  • Any applicable sterilization permit number

Quilted Clothing

Quilted clothing products require a digital textile label that lists:

  • The product’s filling materials
  • The product’s RN/WPL — This must match the information presented to Utah during registration for a quilted clothing permit.
  • Any applicable sterilization permit number

Made-to-Order Exemption

Made-to-order (MTO) products ordered in a brick-and-mortar location are exempt from the digital law label requirements.

Utah defines MTO as “a manufacturing process of upholstered furniture in which the production of an item begins after a consumer or retailer places an order and includes articles with consumer options that could impact the final law label.” 

We have confirmed with Utah that simply presenting prospective online consumers with choices that could impact the label does not constitute MTO. 

Considerations for Image vs. Text

Utah’s law allows for the required information to be presented either as a digital law label / textile label image, or as text (i.e., presenting the key information on the label in text form somewhere on the product description page).

Here are some things to keep in mind when making the choice between image or text to satisfy Utah’s online sales requirements.

Image Method

Uploading a digital law label or textile label image leaves much less room for error, and is the best way to keep your products in good standing with Utah regulatory officials.

Image Method Considerations:

  • Less work for you and your vendors
  • Less room for error
  • Uses digital law labels that may already exist
  • Offers retailers better visibility into their suppliers’ labels
  • Optional GRS verification

Text-Only Method

With text-only, vendors will submit product information to a company for manual entry. Since this process is manual and product information is constantly changing, it introduces human error that can spell costly mistakes for your business.

Retailers who choose to upload the filling materials and URN themselves may be taking on more work than they realize. This information is subject to frequent change — and managing those changes across dozens or hundreds of suppliers with thousands of labels can quickly spiral out of hand.

If you do decide to use the text-only method, GRS still recommends uploading a copy of the law label to the GRS platform for verification and visibility.

Text-Only Method Considerations:

  • Requires manual entry for each supplier
  • More room for human error
  • Risks out-of-date information appearing on your digital labels
  • Opens retailers to risk of violations and off-sales
  • No verification process available
